This is just a guess, but...taking into account the rest of his swing is Hogan's right elbow position a product of his address posture (from everything I've seen from him he stands pretty upright...from what I've seen) and his hatred of hitting anything left?
You have to remember that he wasn't THINKING of ideal alignments, he just didn't EVER want to hit it left.

You said you don't like Hogan's lower body movement.
One question if you don't mind:
-how exactly would you classify his lower body action from 10-14 to 10-16?
...And I can see why he needed to use a very forward ball position- he wanted to hit it low (well, short irons anyway) and right...but not THAT right.
