Can your level of bobbing lead to inconsistency?

Certainly, it can.
Homer's head dropped several inches when he went to Impact Fix. In returning to Adjusted Address, his head didn't move.
In 12-3-0 , Section 2, #8, Extensor Action is set. This sets the proper distance from the ball. In most instances (especially someone with Tong's ability), a chronic problem of Bobbing that cannot be cured would lead me to believe that something else is requiring him to Bob. Therefore, if that problem is not found and cured, then he'll continue to Bob as a requirement for solid contact. Most problems, certainly in the best of players, come in pairs. (Two wrongs attempting to make a right.)
Bobbing alone, with all other alignments being perfect, would lead to fat shots. And, I would bet that Tong doesn't lay the sod over many shots, if any.
When the root cause is found, the bobbing could be eliminated.
