Buying a digital or video camera

Cost wise, most of the low end cameras (under $300) the last I look were less than 2000 shutter speed. Cannon has a few models that hover at about $300 which has a shutter speed of 2000. |
I was told by someone who works for V! that 1/2000 shutter speed is ok and nothing is gained by going to 1/4000.
