It appears Homer forgot to reference 10-24-A with 10-20-B in chapter 11 section 20. 10-20-B states the right arm can be triggered with an early or late release.

You are right, Dave, the Right Arm Throw can Trigger a Full Sweep Release per 10-24-A. However, Homer listed only the most common Combinations, not all that are possible. And the Hand Throw is by far the most common Trigger of the Full Sweep Release.

Another example would be the ommission of the Wrist Throw in Combination with the Delivery Path Throw. In fact, one could argue that the Wrist Throw occurring in an Automatic Snap Release is the Delivery Path Throw.
