What actually happens is that the Feet starts the Downstroke (study last sentence in both 7-17 and 6-B-0) then the knees, and then the hips,..., then the right shoulder, etc. to give the Stroke maximum Swing Radius.
But from a procedural point of view (i.e. what you actually think about when hitting a ball), this may not be ideal. You should probably feel the Right Shoulder thrusting down Plane (which loads Pressure Point #4) happening at the same time as the Hip Slide.
Thrust it with the right shoulder, feel the resulting pressure with the left shoulder (Pressure Point #4).
The hips does initiate the Downstroke with an "instant acceleration" (10-19-C). Whether you should work on it or not is a different matter.
I believe the initial motion of the hips is supposed to initiated by the intention of moving the lagged club with the hands-"hands/lag-controlled pivot".

You are absolutely right.
But Monitoring (5-0) the Pivot (Pivot Controlled Hands) during learning (3-D) is a good way to incorporate the above into one's swing. Once the desired Pivot components are mastered, you go back to the Hands Controlled Pivot procedure.
