You know I am familiar with one of the women that developed this program and by reputation it is very comprehensive and educational. I really should see the program in full before I relay an opinion but . . .the professionals I know that use some of the method have mixed opinions. Seems, as is so often the case, that the program is best when custom designed. I must say the same about my work. I am glad you asked and I will pick up the book. If you had a chance to work one on one with someone who is certified in the full program (not just the book) I feel certain it is viable.
There are certain applications of balance work that, without the proper stabilization work, can get kind of risky. I run into the same thing with pilates and yoga. All methods of body movement have value, whether everyone can plug in directly is another matter. If you already have access to the material and are trying it just move deliberately and modify the work to as simple a program as you may need. If they hold a position for a minute and 15 seconds is all you can do without loosing balance, focus, or confidence; that's a great place to be. I love strength training and I regularly tell my people that 10-12 and 15 are not magic numbers for repetitions, nine is a perfectly good number.
