The Pivot, being the massive rotor, supplies Angular Momentum for Throw Out power transfer to the Swinger's orbiting Left Arm. By shortening the Radius (e.g. using Left Wrist Cock) the Flail can accelerate easily and quickly acquire considerable Angular Velocity.

For those with a mathematical bent:
Angular momentum = mass x radius x angular velocity
In other words, angular velocity = angular momentum / (mass x radius)
With angular momentum being constant (because it's always conserved- it's a Law), a decrease in radius results in an increase in angular velocity.
