A shutter speed of 4000 or better is ideal, however you may discover that since you are not in the business, a shutter speed of 2000 would be acceptable.

Cost wise, most of the low end cameras (under $300) the last I look were less than 2000 shutter speed. Cannon has a few models that hover at about $300 which has a shutter speed of 2000.
