I'm saying that Float Loading has more to do with Assembling the Power Package somewhere in the Downstroke, rather than the way you accelerate the club.

Interesting comment. I am not sure it has to do with Power Package Loading per se. I think Homer is inferring that, during the start down, delaying the wristcock until the downstroke will set up an environment in which lag will be loaded versus true power package reference (otherwise, he wouldnt have felt a need to place it under 10-19, 7-19).
