The right forearm action is up and down (right forearm Karate chop). The fanning motion described in 10-3-A is result of the rotational action of the hips and shoulders. Read Tom Tomasello's Golf Illustrated interview on this site.

Standard Hip Action 10-15-A and the Magic of the Right Forearm action in secion 7-3 will solve your backstroke action for both hitting and swinging. Your one step from playing great golf.
