For the thrust to go anywhere but downplane is to Steer per
3-F-7-A.
Imagine setting a huge wheel on an inclined plane. To start this wheel spinning, we can both pull the rim or push the spoke in a direction toward the plane line, i.e. downplane. You never push or pull it towards the target.
