Now IMHO, I think it is becuase you can't get a, lets say Ted Fort-quality lesson just anywhere.

If haircuts were as universally bad as golf lessons, peopel would buy a lot of FLOWBEES!

TGM teachers, CAN change the numbers, but not past my best guesses, imo.
Amen brother!!! That's the main reason I don't take lessons anymore, it's hard to find affordable lessons that are good. Sure, I can run down the road 20 miles and take a $35/hr lesson from my local PGA pro but guess what - it's not even worth that.
I also believe that a lot of amateurs are like one of my playing partners. He's horrible but can afford to take a quality lesson but doesn't believe that it'll help him because he knows it's going to involve a plan and he's too lazy to follow it so he'd be wasting money. One of those people who "dives right into playing and disdains any practice other than just hitting that ball," per 3-B.
