Very interesting...as I know several instructors that have been preferring the Rotated variation instead of the Flat Backstroke/On-Plane Downstroke (which is A).
Yoda has always been a big proponent of an 'as flat as possible backstroke shoulder turn'. I would be curious to hear what he thinks of this change.

Just from a pure visual perspective, the picture in 10-13-C #2 (Rotated Top) does look more orthodox than 10-13-B #2 (Flat Top).

Another interesting comment in my 6th edition about the Rotated Shoulder Turn Downstroke: "Downstroke use is normally confined to the shiftless Hip Turn".
