Not sure but, I think the feet move the knees going from toe to heel/heel to toe as the knees bend or straighten on the back swing and downswing.
The feet themselves do absolutely nothing except accept load. They should be monitored carefully when you are training the pivot because many swing problems originate from the way load is placed on the feet. Homer devoted two chapters in 7-17 and 10-17 to the feet.
The feet don't move on their own, they are moved.
